






On November 4, the full text of the Joint Communiqué of the 30th Regular Meeting between the Prime Ministers of China and Russia was released. Both sides highly commended the fruitful results achieved in China-Russia energy cooperation, agreed to further tap the potential of energy collaboration, continuously consolidate the comprehensive energy partnership, strengthen and deepen the all-round, wide-ranging, and in-depth energy cooperation framework, jointly safeguard national, regional, and global energy security, promote access to affordable, reliable, and sustainable modern energy for all, and advance a just and balanced global energy transition. To this end, the two sides agreed to:
—Support enterprises from both countries in deepening cooperation in energy sectors such as petroleum, natural gas, coal, and electricity, continuously advance the interconnection of energy infrastructure, and jointly ensure the safe and stable operation of cross-border energy channels.
—Enhance cooperation in emerging fields such as renewable energy, low-carbon energy, , , as well as carbon capture, utilization, and storage systems.
—Continue to advance the construction projects of the Tianwan Nuclear Power Plant and the Xudabao Nuclear Power Plant, ensuring their timely completion and commissioning. On this basis, deepen cooperation in the peaceful use of nuclear energy, gradually promote collaboration in thermonuclear fusion, fast reactors, and closed nuclear fuel cycles, and explore cooperation in the front-end of the nuclear fuel cycle and new nuclear power plant construction through a "package" approach based on the principles of mutual benefit and balanced interests.
—Continue to consolidate the stability of the global energy market and expand dialogue between energy-producing and energy-consuming countries. Support the maintenance of an open, fair, competitive, non-discriminatory, and free energy market.
—Continue to strengthen cooperation between China's National Nuclear Safety Administration and Russia's Federal Service for Environmental, Industrial, and Nuclear Supervision in the field of nuclear safety regulation.
—Support the hosting of the 7th China-Russia Energy Business Forum in 2025 to further expand practical cooperation between enterprises of the two countries.
